MEDICAID Consumer Directed Personal Assistance Program Changes
As of January 5, 2025, there have been major changes to the Consumer Directed Personal Assistance Program (CDPAP). All 240,000 CDPAP consumers and their 500,000 personal assistants (PA) must switch to Public Partnerships LLC (PPL) as their Fiscal Intermediary (FI) by March 28, 2025 or they will lose their CDPAP services.
What is an FI?
FIs are the agencies that pay the CDPAP personal assistants, monitor their hours and administer benefits. They are contracted through either MLTC or your local Department of Social Services (DSS) to authorize the hours and payments for the PA.
The New York State Department of Health (DOH) is requiring that ALL CDPAP consumers as well as their personal assistants are signed up with PPL as of March 28, 2025.
How do I switch from my current FI to PPL?
1. Transition over the phone by calling the customer support center at 1-833-247-5346.
2. Transition online using the PPL@Home system.
3. Transition with a CDPAP Facilitator; You can find the approved facilitators on their website at https://pplfirst.com/programs/new-york/ny-consumer-directed-personalassistance-program-cdpap/
4. Transition at a registration session; You can also find the upcoming session dates on their website.
How do my personal assistant(s) get transitioned and how are they paid?
Once a consumer has been enrolled in the PPL system, then they may add their personal assistant(s) to the PPL system. Consumers are expected to mainstream this transition and fill out and file any important documentation needed from PPL. The consumer’s transition is not considered complete until at least the consumer and at least one of their PAs are also registered with PPL. As a consumer or their designated representative is self-directing, PPL’s expectation is for the consumer to monitor payroll records and work with PPL to process payroll. Once a PA is in the PPL system, they may call PPL and receive further information about the pay structure.

When should I start this process?
This process should be started as soon as possible. This could be a lengthy process to transition and as of March 28, 2025, ALL CDPAP services will end. As of this time, we are unsure what the appeal process might look like for any issues that are seen with this transition.
